Green is the color of life. It symbolizes nature, health, growth, harmony and freshness. It is the most restful color for the human eye. It is the hue of youth. And every year, the Youth for Environment in Schools Organization (YES-O) is painting the town green – a continuing strong interest in protecting and preserving the planet’s resources. It is manifestation that students in schools have always been mobilized and maintains a renewed youth participation and action to protect, preserve, conserve and rehabilitate our environment. Pursuant to its promising mission and vision, the Department of Education (DepEd) for years, has been implementing and adhering numerous means and methods to improve and empower the quality of education in the Philippines: be it a ne alternative teaching method or a new policy that shall formalize education or any possible way. One of the Department Education accredited organizations is the Youth for Environment in Schools Organization (YES-O). It is a students’ organization program in which the environment is of a major concern to wake the awareness and initiative of the people to develop and help the threat further damage of the environment. It has been a program to promote the awareness of the condition of the environment.

With the mission: to preserve and conserve our natural resources through environmental awareness of the community resulting in their active involvement or environmentally – related issues to achieve sustainable development and protect mother nature; and vision: the Youth for Environment in Schools- Organization as an effective and respective school-based environmental organization linked with the agencies/ institutions for conservation and preservation of natural resources towards sustainable development. It consolidates all other environmental and / or ecology clubs or organizations in schools with main and primary programs or projects for the environment.

The following programs, projects and activities may part of the regular undertaking of the Youth for Environment in Schools (YES) Organization:

1. Clean-Up Drive inside and surrounding the school premises, including public and common areas in the community.

2. Waste Management, Segregation and Recycling Program.

3. Awareness Campaigns to Address Specific Issues such as Pollution, vSanitation and Health

4.Symposia/ Trainings.

5. Nursery Establishment and Tree- Planting Activities.

6 Fun Run for the Environment.

7. Youth for Environment Summer Camp.Statement of the Problem This study attempted to find out the Challenges Encountered by Stakeholders in the Implementation of YES-O Program.

Specifically, it answered the following questions:

a. What is the level of implementation of YES-O Program in H.N. Cahilsot Central Elementary School?

b. What are the enabling factors affecting the implementation of Mandated Projects, Programs and Activities?

c. What are the challenges encountered by stakeholders in the implementation of Mandated Projects, Programs and Activities of YES-O Program?


The Article XVIII: Mandated Projects and Activities which is stated in YES-O By –Laws states that the Youth for environment in Schools-Organization shall be required to implement , conduct or attend the following programs, projects, and activities; namely, clean-up drives, waste management segregation and recycling awareness campaigns, symposia or training, nursery establishment, tree planting activities, fun run and Youth for environment Summer Camp.

Through this, the researcher will analyze the year-end report of YES-O in H.N. Cahilsot Central Elementary school year 2019-2020 to determine the level of implementation of H.N.Cahilsot Central Elementary School whether all the mandated projects and activities stated in Article XVIII of YES-O by-Laws were implemented through the school year. Teachers, students, officers of Youth for Environment Schools-Organization and other organization will be benefited with the study through the improvements of their projects and activities. Also, through this study the researcher will be able to determine the enabling factor affecting the implementation and the challenges encountered by the stakeholders in the implementation of YES-O program. With this, other organizations including YES-O of H.N.CCES would have solutions to those factors and challenges to have better improvements with their programs and activities.


The study will only focus on the implementation of Mandated Projects and activities of Youth for Environment in Schools Organization (YES-O) of H. N. Cahilsot Central Elementary School (H.N.CCES) through the school year 2019-2020. The study aims to determine whether all the mandated projects and activities stated in the Department Education Order 2003 S.72 was implemented by YES-O through the School Year 2019-2020. Also, the study aims to determine the challenges encountered by the stakeholders in the implementation of the program and the enabling factors affecting the implementation of Mandated of YES-O by laws.


The state of the environment is a reminder of what we as human are capable of inflicting nature, which is in perfect harmony with its elements. In this regard, the role of education is critical as it is the cornerstone of a modern society. It does not only determines the present level of progress of people of a society but also charts our future course of advancement of the civilization. Therefore, in view of the current environmental crisis, the content of education requires restructuring. This would mean that education system across the world would require not only to make a person employment worthy, it would have capacitate people with values that would help them understand their relationship with the society and environment. In this context, education will have to go beyond mere transfer of information. The Department of Education (DepEd) has taken steps to strengthen environmental education in public and private schools to boost government efforts in dealing with climate change.

The Department Issued Dep.Ed Memorandum Order No. 52 S. 2011 directing schools to intensify environmental education and pushed for the creation of students-led environmental awareness group in school. The order was in compliance with Republic Act 9512 or “An act to Promote Environmental Education for other Purposes”. In view thereof, the Department of Education, in partnership with the Department of Environment and Natural Resources (DENR), established the YOUTH for Environment in Schools Organization (YES-O) under DepEd Order No.72 S.2003 shall serve as significant venue for students’ actions and movements toward safeguarding, protecting and conserving the environment for future generations.

It has the following objectives:

a. Be aware and create awareness in others of the state of the Philippine environment and ecology, including prevailing issues and concerns relative thereto;

b. Establish specific and doable programs projects and activities to address issues and concerns on environment and ecology;

c. Network with other government and non-government organizations, including Youth for Environment in Schools Organization (YES-O) in other schools within the division and region, with regard to support and assistance to programs, projects and activities of the organization;

d. Encourage community participation and initiative in environment and ecological movements and actions; and e. Develop among members and the community proper environmental values, skills and attitudes (DepEd 2003).The Department of Education (DepEd), the Commission on Higher Education (CHED), and Technological Education and Skills Development Authority (TESDA), in coordination with OCD, the National Youth Commission (NYC), the Department of Science and Technology (DOST), the Department Environment and Natural Resources (DENR), the DILG-BFP, the Department of Social Welfare Development (DSWD), and other relevant agencies, shall integrate disaster risk reduction and management education in the school curricula of secondary and tertiary levels of education including the National Service Training Program (NSTP), wether private and public, including formal and non-formal, technical-vocational, indigenous learning and out-of-school youth congress and programs.(Sandra C. Velacruz,2011) All Regional Directors, Schools Division Superintendents and School Principal/ Heads are encouraged to organize, support and cooperate in the establishment and strengthening of the Youth for Environment in Schools (YES) Organization in their respective areas of jurisdiction and schools.

Their support to the Youth for Environment Summer (YES) Camp in all levels as a major activity of the YES-O is hereby encouraged.The Youth for Environment in Schools Organization (YES-O) is the youth arm of both Department of Education (DepEd) and the Department of Environment and Natural Resources(DENR) to heighten pupils and students’ participation and action towards environment protection and conservation at the school level. As a co-curricular organization, it shall implement programs, projects, and activities that address various environmental issues and concerns such as global warming, climate change adaptation, deforestation, watershed protection, disaster risk reduction, among others. (Yolanda S. Quijano,2010) The Regional and Division Education Supervisors in Science, as Regional and Division Coordinators respectively, shall lead, coordinate and monitor the conduct of activities pertinent to the Youth for Environment in Schools Organization in the respective areas jurisdiction.

The Science Department Head/ Coordinator and Teacher, herein designated as School-Based Moderator and Assistant School-Based Moderator respectively, shall lead operate the Youth for Environment in Schools Organization (YES-O) activities in the school level with the guidance of School Head/Principal.(Edilberto C. De Jesus, 2003) It is important to put a prime on disaster risk reduction and management. When our systems are efficient, it increases and enhances human security. Republic Act No.10121 also known as the Philippine Disaster Risk Reduction and Management (DRMM) of 2010 strengthens the Philippine disaster risk reduction and management framework, institutionalizes the National Disaster Risk Reduction and Management Council (NDRRM), and appropriate funds for the use of its implementers. It calls for the development of a framework that taps the different sectors, agencies, and communities that will address disaster risk reduction and management concerns. (Sandra C. Velacruz,2011) In view of the increasing global concerns for environmental action against threats to mother earth and consequent need to consolidate all efforts in safgeguarding, protecting and conserving the environment, and pursuant to the Department of Education order No.72,s.2003 on the establishment of the Youth for Environment in Schools Organization (YES-O), the Department of Environment and Natural Resources (DENR) is announcing the Thrusts and Activities of the Youth for Environment in Schools Organization (YES-O). (Vilma L. Labrador, 2007) The Youth for Environment in Schools Organization (YES-O) is advised to conduct the activities in increasing global concerns for environmental action against threats to our planet in partnership with the government agencies such as the Department of Environment and Natural Resources (DENR).

It is implemented in different schools because these young adults are important audience for environmental education since they are tomorrow’s leaders and resource users. And in some cases students/ children can influence parents and other community members. This effort believes that starting them young in the ways of environmentalism help secure a clean and healthy environment for generations to come. YES-O inspires and trains diverse youth to impact environmental issues through community action projects and campaign; skills training in leadership, environmental education, civic engagement, and community organizing; and knowledge that sustain our communities and future. Thereby, increasing their awareness and knowledge that would help form attitudes and facilitate action projects on behalf of the environment. And most importantly, would be motivated to act environmentally friendly and respect nature as a whole. However, saying the environment is a team effort. Everyone must participate and work together in order for it to be successful. Everyone has the green light to proceed with a task and green thumb for utmost care of nature. For after all, green is life.


The method of research used in the study is the descriptive method, specifically the content analysis. Content analysis focuses on the documentary materials that shall be analysed. The documents to be analysed are the accomplishment of the Youth for Environment in Schools Organization (YES-O) for the School Year 2019-2020. The programs, projects and activities which were stated in DepEd Order No. 72 S.2003: Mandated Projects and Activities of Youth for Environment in Schools Organization will be the basis for the Analysis of the year-end report. The year-end report of the YES-O contains the projects, programs and activities which were implemented in the school year 2019-2020.


The researcher will conduct interviews with selected members and non-members of the YES-O and its officers in H.N. Cahilsot Central Elementary School. Interview will be the instrument to be used during the interview. This will include specific questions on how the YES-O implemented the mandated projects , programs and activities which are stated in DepEd Order No.72 S.2003 of the YES-O Constitution and By-laws.SAMPLING DESIGN The study will determine if the programs, projects and activities stated in Mandated of the YES-O Constitution and By-Laws for the School Year 2019-2020 are implemented through analysing their year-end report or accomplishment report. The organization has one thousand five hundred sixty-two members from grade four, grade five and grade six learners, twenty of every grade level will be chosen through random or lottery sampling. This type of probability sampling is used so that everyone in the population has equal chance of being selected to be included in the sample.


The participants or informants of the study were the YES-O members, non-members’, stakeholders, YES-O Officers and YES-O Coordinator.


The researcher conducted an interview with the members, non-members, officers of the Youth for Environment in Schools-Organization(YES-O) and the coordinator of the YES-O. With this, the researcher will use tables and other graphical forms for the interpretation of data as statistical treatment.
